In an attempt to overcome technological determinism, and focus on the citizens-centric approach, the paper presents a comparative study of 2 Russian cities that develop smart city concept: Saint Petersburg and Tomsk. A comparative research was conducted on the base of social constructivism approach. A total number of 878 respondents were interviewed in both cities with the use of online service Anketolog. The 2 waves of survey revealed citizens’ attitudes toward city problems, as well as the ways to solve them and online services being presented in the studied areas. Smart city phenomenon has been rapidly developed over part 15 years.
