In an attempt to overcome technological determinism, and focus on the citizens-centric approach, the paper presents a comparative study of 2 Russian cities that develop smart city concept: Saint Petersburg and Tomsk. A comparative research was conducted on the base of social constructivism approach. A total number of 878 respondents were interviewed in both cities with the use of online service Anketolog. The 2 waves of survey revealed citizens’ attitudes toward city problems, as well as the ways to solve them and online services being presented in the studied areas.
