Неуклонное развитие всестороннего изучения влияния отдельных факторов на устойчивость развития агропромышленного комплекса (АПК) субъектов Российской Федерации ставит перед научным сообществом задачу модернизации системы оценки существующих взаимосвязей составных частей аграрной сферы экономики. Проведение комплексного мониторинга на базе имеющихся статистически обоснованных показателей обуславливается возрастающей ролью «больших данных» в современных экономических отношениях, результаты которого могут быть положены в основу оценки выполнения мероприятий и достижения установленных государственными программами целевых индикаторов; способствовать выявлению тенденций, зависимостей и закономерностей, выбору наиболее оптимальных путей реализации заданных стратегий; оказывать содействие для своевременного реагирования ответственных органов и заинтересованных лиц в целях предотвращения усугубления негативных направлений деятельности в отдельно взятых административно-территориальных единицах. В этой связи вышеупомянутое определяет актуальность разработки инструментария для оценки уровня устойчивости развития АПК страны в целом и её регионов, детерминирование методов, используемых в процессе построения и уточнения имеющейся методологии.

Цель работы: разработка методов поэтапной комплексной оценки устойчивости развития АПК территорий на основе формирования интегрального показателя. Методы исследования: общенаучные методы (анализ, сравнение, ретроспективный метод, моделирование), а также методы статистического анализа (расчёт статистических показателей (среднее, дисперсия), факторный анализ на основе метода главных компонент, нормализация значений ряда, шкалирование и др.). Результаты. Предложена методика комплексной оценки устойчивости развития АПК, обеспечивающая достоверность будущих результатов практического исследования, на основе построения интегрального показателя. Данная методика состоит из семи последовательных этапов и позволяет выявить эффективность функционирования отдельных компонентов агарного производства, осуществить динамическую оценку распределения различного рода рисков, оценить уровень пространственно-временного развития устойчивости АПК и обеспечить ранжирование регионов РФ в зависимости от достигнутого уровня стабильности. Это позволит различным группам пользователей (федеральным и региональным органам власти, предпринимателям) определить проблемные зоны в развитии АПК в субъектах РФ и выработать коррекцию управленческих воздействий на субфедеральном уровне.

The steady development of a comprehensive study of the influence of individual factors on sustainability in development of agro-industrial complex of the Russian Federation subjects raises the task to scientific community to modernize the system for assessing the existing interrelations of the components of the agrarian sphere of economy. Conducting comprehensive monitoring on the basis of available statistically indicators is based on the growing role of «big data» in modern economic relations, the results of which can: be used as a basis for assessing the implementation of activities and achieving the target indicators established by the government programs; promote the identification of trends, dependencies and regularities, the choice of the most optimal ways to implement the given strategies; assist in the timely response of authority and stakeholders in order to prevent the aggravation of negative influences in individual administrative territorial units. In this regard, the aforementioned determines the relevance of developing a toolkit for assessing the level of sustainability of development of the country's agro-industrial complex in general and its regions, determining the methods used in developing and refining the existing methodology. The main aim is to develop the methods for a phased comprehensive assessment of the sustainability in development of the agroindustrial complex of territories based on formation of an integrated indicator. Methods. General methods (analysis, comparison, retrospective method, modeling), as well as methods of statistical analysis (calculation of statistical indicators (mean, variance), factor analysis based on the principal component analysis, normalization the values of the series, scaling, etc.) were used in developing and testing the methods of formation of an integrated indicator of the complex evaluation of sustainability in development of agro-industrial complex.

Results. The author has proposed the method of complex evaluation of the sustainable development of agro-industrial complex, which ensures the reliability of future results of practical research, based on construction of an integral indicator. This method consists of seven consecutive stages and allows determining the effectiveness of individual components of the agroproduction, carrying out a dynamic assessment of various risks distribution, assessing the level of space-time development of the agro-industrial complex sustainability and ensuring the ranking of the regions of the Russian Federation depending on the achieved level of stability. This will allow different groups of users (federal and regional authorities, entrepreneurs) to identify the problem areas in development of agro-industrial complex in the constituent entities of the Russian Federation and to work out a correction of administrative impacts at the subfederal level.
