330 | _aThe Treaty of Lisbon has fundamentally changed the requirements on lobbying in the European Union (EU). Each representative of interest, irrespective of whether he is serving as a civil society stakeholder group, a member state, an association or a company, therefore faces new challenges. The more complex the rules of a decision-making procedure are, the more difficult it is to successfully mediate content in practice. The reforms of the Treaty of Lisbon have significantly increased the complexity of European decision-making processes, thus leading to a paradigm shift in lobbying: it is now at least equally as important to be completely familiar with, and be able to apply, the rules of the respective, relevant decision-making process as it is to have the better content-related arguments. Only then is there a likelihood of one's opinion being heard and taken into consideration. The intention of this book by Klemens Joos is firstly to contribute to an understanding of these rules and their successful application in practice, and secondly, to act as a catalyst for dealing scientifically with issues of political lobbying. Its content focusses on the business and political scientific bases and the background of political lobbying, its special considerations at European Union level, the introduction of practical lobbying tools, and the analysis of the importance of process and content competence for the success of lobbying projects in Brussels and the EU member states. | ||
